I am grateful to be called so early in this debate, Mr Deputy Speaker. I am a huge admirer and supporter of my right hon.

I understood that as the amendment is on the Order Paper, I have at least a right to speak to it, even though it was not selected.

In that case, I am going to make passing reference to it, and I will leave the Chair to decide whether or not that passing reference is more
